-HTTP basic auth . Either trough .htaccess or maybe you guys could make a script to the file manager that would add the appropriate Directives in a file included by httpd.conf.

You can already do auth with .htaccess, it's the only context in which .htaccess works, providing it has no extraneous directives outside of the auth context then this should work without a problem.

pop3/smtp

As tom mentioned, its for security and won't be enabled. Same goes for email before anyone asks.

So that would be a no.

More idle time

It's set low for a reason, providing you're uploading / using the connection, it doesn't time out. It is so low so it allows a fair chance for everyone to get an ftp slot.

Load stress should not be divided equally. Web pages which need more resources should get more.

Subomain wouldnt be that good because, the free hosting you already get a subdomain so your asking to have a subdomain feature so a url would be a subdomain subdomain one.

Eg your site was

www.example.zzl.org

Subdomain subdomain

www.example1.example.zzl.org

Just looks messy in my opinion.

Yes but remember that you can use your OWN domain... subdomains should be for guys that use their own domains...
Well, about the mail()... you guys can put a "time delay" for use, something like: server = 100 mails per hour, or 10 mails per hour for each account...
Or you guys can activate it for members that use their own domain, their own internet name... doing this will be easily to control spam abuses (like the subdomain suggestion).
I think fsockopen is really needed for some simple stuff and should be actived
