Is it possible to set up a contact form without email. For example, by storing the contact in a Sql database that can then be securely accessed from a browser. If so, does anyone know anywhere with details of how?

Yes, you can do it by having it exactly like you described, for the most part.
You would have them fill out the form and have it go into a mysql database. Then you would create a page for yourself to look at all of the entries of the mysql database. |
