Yes you can, I already used th gimp before I tried photoshop for the first time:
The difference is about steps if you can do a logo in only 15 steps with PS it will take you 45 steps to do it it with gimp, gimp do the same things as photoshop its just takes more steps to come up with the same result. |

The easiest way to create a logo in the GIMP 2.4.x is to select Xtras -> Logos and then select a style of log you wish to create. In GIMP 2.6.x, select File -> Create -> Logos and then select your style. Simply fill in the dialogs, and tweak the results to your taste.

GIMP is a very useful Image Manipulation Program but its users are expert and have to be professional to use it.

Using GIMP require indeep knowledge of using it. If you do not feel yourself able to use it, than it's better to try out other programs.

It's possible and if you're more experienced with GIMP then that should be easier for you, though as other have already and clearly pointed out, it'll be a whole lot easier with Photoshop.

I did Photoshop for a long time and went to Gimp just to try it. For simple cut and paste, crop, resizing and other basic functions is fine but I didn't find much functions related to 3D effects in it.

GIMP requires deep knowledge and is not user friendly and photoshop is much easier to use and is used by majority.
