how do I create a table in the control panel?

Ill try to make it as simple as possible

1. Login to your web hosting account
2. Once your on the main page click on [MySQL Database Management]
3. Make a database if you havn't got one
4. Make a account if u havn't got one
5. Assign an account to the database you want to create the table in
6. Click launch PHPmyadmin button
7. Login using the account
8. Click on the database on the left navigation of phpmyadmin
9. Create a table from there

though im having trouble with PHPmyadmin, its terribly slow for me recently for some reason, never use to be when i first signed up, maybe theres a problem with it..
