Need Website Design Tips, I would like any advice, feedback, or comments about the site I'm

I've just joined this site and need help for creating my site.
It is for my high school competition and actually I need to submit it really soon lol. (Feb. 1st was the deadline, but there is a small possibility it will be extended! ~~ Wishing on that possibility lol) So I need to seriously get this done lol.
If you guys could, please help me with my website.
I want to make the best website possible and win ;o. I'm in my Senior year and have tried for this competition for the past 3 years but have failed to pass even the prelims.
I have been working on this site non-stop for the past 4-5 days. Luckily my school has been out, because of snow so I think I've managed to get a substantial amount done.

Any advice, comments, feedback is welcome!!!
Even if you're not a pro or anything, if you just look and notice something's wrong and give a description I'll try to fix it.

I'm still in the midst of updating content pages. For the most part, I am finished with the design.
Except!!! I'm having a bit of a conflict with Opera! D: For some reason the page bleeds horribly. If you guys know a solution to this it is would help greatly .

There's a few dozen things that I would do personally, I'll make a short list though. I don't want to tell you too much cause well.....you have to learn some on your own. It is a school project. ^.^

Ok, I'm going to highlight a few things that need to be fixed or changed and here are the ways that I personally would fix them. Now what you may want to do may differ from me but I'm just giving you my opinion.

Main Navigation

The Main navigation bar needs to be turned into a simple drop down menu. This makes navigating the site easier, it removes the necessity to use the IFRAME on the top right, and it streamlines your code.

The basic code for this is all over the web. Here's a really easy tutorial to get it done:

Layout your navigation bar just how you have it now with the sub-menu's taking the place of that IFRAME that you currently have.

Background Images

Your current background image is a bit too bright IMO. It doesn't focus on the content.

What I suggest is darkening it up to something like this (I just whipped this up real fast as an example).

Next in your content window I see that you are using another IFRAME and another background image. Lets simplify this. Get rid of the background image (parchmentcopy.jpg) and just make it a simple white background.

IFRAME

About those Iframes. Get rid of them. Their the spawn of the underworld. Sure they were the thing back in the mid 90's, but this is 2010. Time to come to the present. Just put the content into the page normal.

MARKUPS

Take advantage of your markups. You don't need each "Update" to be in it's own individual DIV. Use your h2 and p markups and some css to format it. It makes things a lot easier.

LAYOUT

Simplify it. Have a full header on top with your menu, then your content. You don't need the IRAME to the side or your Welcome text on every page.

This is an example of what I whipped up in a few minutes. This is simply to give you an idea of what those few changes I suggested can do.

Website design can be a hot topic for debate considering the many factors that go into making a good site. You want to make your website show up in the search engines, preferably on page one; and at the same time you want your site to be aimed at your visitors so that they stay on it for as long as possible.

Here are some tips that you should keep in mind when you design your website so that it is appealing and keeps visitors wanting more.
1: Keep It Simple.
2: Keep It Quiet.
3: Avoid Automatic Pop-ups.
4: Make It Browser Friendly.
