Well there are many free site which help you create you free flash website, I personally use wix.com its free and very effective too.

Keep in mind the degree of control that you have on a pre-rendered flash website is going to be very limited. As is often the case you will end up wanting to do something that the pre-rendered site will not allow.

Also you want to think about how long you want your site to be running. CSS3 and HTML5 are starting to emerge right now on the web scene. The new version of IE will support them and Firefox and Chrome already support them. So depending on how soon you need the site and how long you plan to keep it up you may want to look at HTML5 and CSS3 instead of Flash.

If you don't wanna spend the time learning how to use Flash and AS3 then I would recommend what everything else is recommending, http://wix.com, however, I would highly recommend you take the time and learn Flash and AS3 as it will give you a higher level of control than any free website generator, yes wix is a website generator, could ever give you.

also searching flash website create currently using website creator 5 is nice one to create flash website and using flash gallery software these all are best i like it.

Does flash content get indexed though? I have gotten to where I am building very basic websites because they seem to be indexed better by the google bots.
