CSS3 as opposed to CSS2 has many more properties such as border-radius, box-shadow, text-shadow, multiple backgrounds, RGBA backgrounds, etc.

Here's the thing, and I want everyone who reads this to keep this in mind. Not every current browser out there supports CSS3. My personal recommendation is to avoid CSS3 markups for the next 2-3 years. By the most browsers will support CSS3 and HTML5 at which point you can start using the new markups without worrying if the properties will work correctly for most users.

The new features are the difference. But not every web-browser is up to date to handle the new markups.

Many of you may be wondering, “what the heck is CSS?”. Well, it is ultimately the steel structure within your sites overall web design and layout.
With standard CSS, you had complete control over page layout with the technology that was already available. But it left you with a standard set of principles when determining the layout and design and where to put tables and forms.
There are lots of additional things coming to CSS3 that don't exist in CSS2 including:

CSS Template layout module and CSS3 Grid positioning module- creating grids with CSS
CSS3 Text module - outline text and even create drop-shadows with CSS
CSS3 Color module - with opacity
Changes to the box model - including a marquee property that acts like the IE tag <marquee>
CSS3 User Interface module - giving you new cursors, responses to actions, required fields, and even resizing elements.

The biggest difference between CSS2 and CSS3 is that CSS3 has been split up into different sections, called modules. Each of these modules is making it's way through the W3C in various stages of the recommendation process. CSS2 was submitted as a single document with all the Cascading Style Sheets information within it. Because each of the modules is being worked on individually, we have a much wider range of browser support for CSS3 modules
