If you like to put flash movie in to your website than you can try "flash video player software" and if you want to build flash based website than you can try "flash website builder" coz they both automatically generates the html page and embedding code.

I don't agree with using a flash content in a website due to its loading problem. Because to view the flash content browser should have a flash player plugin and it is not necessarily installed in every visitor's browser.Moreover flash is not preferable in terms of huge scary spider too as search engine crawlers can't crawl the flash content.

Flash website builder can be used to make a flash enabled website.But I strongly recommend not to use flash content in a website.First thing is it is out dated these days instead try using light weight scripting file such as jQuery.Moreover to view the flash content the system must have flash player installed.
