I've seen codes, like Runescape, that can load a page and follow javascript scripts that are of different file names. How can I do a thing like that?

A better title would have been something along the lines of "Javascript question". Just be more precise with your titling next time smile.gif.

Now onto your problem.

Do you want to open a page and use javascript effects? Or make dynamic objects via Javascript?

Well I would recommend starting off by learning HTML, then move onto Javascript so you have a basic understanding of markup and how HTML works before attempting anything with Javascript.
[Javascript Introduction and Tutorial] and [HTML Introduction and Tutorial] should get you on your way.
