I have installed my script on vndv.com successfully, but no one can register to my site because they can't receive a confirmation URL to validate their account

Safe mode is ON and will not be turned off.
Any mail functions will not work as it is turned as due to abuse of the system.

I think you can pay $10 to have php Mail() enabled
