Does anyone know how to open a specific directory to the public?

Like say for example, your website is named http://www.website.com

and you want people to be able to access a directory of files where they can download stuff from just type including the name of the folder at the end of the name of the website.

Like http://www.website.com/downloads

How do you make to like this???
