Whenever I delete my pages from the file manager and upload new ones with the links updated to the NEW pages, for some reason the links keep directing to the OLD page deleted as if it is running it from a recycle bin on the server or something.

Simply refreshing the page should do it.

Otherwise, it depends which browser you're using. But the Tools menu would be a good place to start.
