First I tried to installed it but the installation failed halfway. So I deleted all DB and files then uploaded them again. But it keep display this message.

PLEASE REMEMBER TO COMPLETELY
REMOVE THE INSTALLATION DIRECTORY.
You will not be able to proceed beyond this point until the installation directory has been removed. This is a security feature of Joomla!.
Click here when the directory has been removed.

How to fix this. I want to make a fresh install.

Are you sure they were the original files you uploaded after deleting the files on the server? You can try re-downloading Joomla from their site and upload those.

Yes. First time I uploaded Joomla 1.5.3 then I uploaded 1.5.4.

Let me understand better... have you removed all files? Why you talk of database file/user?
You have to delete all in your root (/) then upload the 1.5.4 files then restart your installation. Then re-install joomla. When it ask for database you can tell the installer to overwrite all the data in your database.

But when I restart the installation, it doesn't ask me for DB. It just displays that I've completed the installation.

Today tried delete all files and upload the 1.5.5 files but there's still the same problem.
