If they made it legal it would help the crime rate go down...I am sure it will happen in time, Beer used to be illegal in usa for a period of time, look at it now 
Legalizing ANYTHING that is currently illegal must by definition "make the crime rate go down". If every crime were legalized, the crime rate would drop to zero. But would that solve any problems, or make things worse?
There was a time here in America when there were not nearly so many laws regulating and restricting and taxing every level of human activity. And people had happier, more secure lives. The streets were safer. What is the difference?
In the old days, people were held responsible for the consequences of their actions, and everyone understood that. Most people understood that if they damaged someone's property, they had to make restitution. Meaning they had to pay for the damage they did.
Now, nearly everyone relies on governments, insurance companies, etc. to take responsibility for their health, their safety, their livelihood, and just about everything else. And they live reckless, irresponsible lives.
That has a cost. When someone else takes responsibility for you, that someone expects something in return. Insurance companies lobby for laws to be passed protecting people from themselves. And politicians are always happy to pass more laws and spend more of your money.
You want marijuana to be legal? Then while you are demanding that, demand as well some simple laws that hold people responsible for their actions (and the actions of minors in their care). If they kill someone while "under the influence", maybe they didn't know what they were doing then. But nobody forced them to get "under the influence" in the first place. Make it so that no one, not even the mayor's son, not even the President himself, can claim temporary drug-induced insanity. Let the charge be first-degree murder, same as if the perpetrator were completely sober at the time of the crime.
If people once again chose to be responsible for their own actions, and lived by the Ten Commandments, they would have no need for billions of laws and regulations and taxes, and would not demand them. As it is, they are deathly afraid of those who might do what they themselves might do, given the opportunity, and end up demanding that the Government protect them from everyone else, at whatever cost. And that is why America is losing its freedom and being rapidly transformed into a third-world communist dictatorship.
