Does anyone know any good free tools to author swf files, I could really use some help finding some as I am on a null budget for this at the moment.

My suggestion: Look for an old version of Flash. Even with Flash 4, you can make animations, websites and all sorts of things. Swish is a program that's been around for a while as well and authors flash files. Corel 10 had a flash authoring module.
