Such as HTML vs. Flash?
Well, essentially, HTML/CSS templates are mich easier to manipulate and change (with little knowlegde of coding skills) as compared to Flash templates which you need specialist software and coding knowledge.

In addition to that, you can also try CMS (Content Management System), joomla for example. Well, as its name implies, it is a system that lets you manage your contents with ease just like a blog (blogger, wordpress, etc.). No hard coding necessary. Not unless you wanted to have some modifications of the system. Almost everything is automated such as page creation. And it saves time too, all you have to do is write your content and click on publish button. It is best for those who has little knowledge about web programming.
