I am building a database and would like to build the interface where when I retreive the desired records, can email each record at once as well as add new records and delete from the user interface. Is there a specific tool for building this or is it all hand coded? Also, what would you recomend as study material? Help is much appreciated.

There is no tool for simply building what you want. You'll have to use PHP and MySQL to do this. As for study material google is honestly your best friend. Read up on tutorials, and if you have a specific thing you want to do, google that specifically.
