Depending on how much you've already done, I suspect you're seriously underestimating the amount of work this requires - For a VERY good, VERY experienced php coder, given all the pages and told exactly what to do with them, your looking at anywhere between 2 days to 2 weeks, depending on the scale of the job.
2 8 hour days, 16 hours, £20 an hour is probably a very low wage, so you're looking at £300 minimum, and that's without all the photoshopping/html coding.
So I suggest you up your offer, or learn to do it yourself...

I believe you're thinking a bit too much.
All I'm asking for is some forums and a nice homepage, last person did something like this for me in 2 hours. I can edit all the text etc. just need it all uploaded and able to be edited but it seems the community here isn't what I thought it is.
If you just need a forum uploaded/setup, that's more reasonable. From your original post, I got the impression that you wanted a whole custom site coded. Sorry for the misunderstanding.

I dunno, I think swordz is right, although his price range might be a bit exaggerated. The foum alone would be worth more that $10 USD if you want it to look anything better than crap.
