I want to learn HTML+CSS. I was just wondering if i spend at least 3 hours a day studying it how quickly will i be able to write it fluently?
Also, when people design websites do they learn ALL of the code or do they have a blank template of the code then add all the vital information?

How fast can you learn html. that depends on how goods you can learn and understand the code.
I've learned myself thanks to that site, and i could create basic html websites in just a few hours.
Most website developers use programs to help them code sites.
some use maguma, vbasic, dreamweaver, ....
It depends on what you want to do, and how much code you are willing to learn.
If you use vbasic and code in .aspx or .asp the program is basicly a drag an drop, and the program codes the site.
So is dreamweaver.
What is good about these programs, they can be used with no knowledge about html or css.
The bad thing about these programs they use a lot of html tags that you don't need.
So basicly HTML is very easy to learn. Css is a little harder, but once you got the hang of it, it is easy.

You can refer to w3school.com website. It's much more reliable for other programming language.

Learning HTML+CSS won't be done easy. Learning continuously is needed. W3school is really a great source to learn things such as programming language.

Learning CSS and html from scratch isn't easy if you know zilch about either language to begin with. LEarning it really depends on your own personal strengths and weaknesses. Me for example I learned from breaking down current websites and modifying them to see what happens. To finding specific code to achieve certain results (drop down menu's and centering page content). And from just plain old reading books about it.
The only advise I would be would be to design a website from scratch. If you really want to test your patience build a website design in photoshop, then build it in html/css, and make it infinitely scalable. It will be frustrating to try and make it work but by the end of it all you'll learn a lot.

of cource learning php and css would be very fast. in fact it depends mostly on you. but just learning wouldn;t be enough. you must also get skills by doing something in this area. as for me, i prefer
php tutorials
