Realy, I Have 2 Proplems In My Web Not 1

The First 1 Is

I Uploaded A Forum (IPB 2.3.6), When I Enter The Forum "Before Install The Forum" It Says:

I Waited For A Time Then I Went TO see The Index File And I Saw It !!

Should I Wait For A Time To See It ??

My Another Problem Is

After I Uploaded The Forum I Went To Install It
And It Said:

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.


What Is The Problem ?!
