Would this also impact the creation or management of new Mysql databases? I have created a new DB and user for it but it does not appear under phpmyadmin. I also cannot log into PHPMyadmin with the new Username/password.

Ah, you need to shorten your username by one character, the limit is 16 characters.

Database user name shortened and I can now log into PHPmyadmin.
