IF I BUY A PREMUM HOSTING... CAN I UPLOAD MP3?
Yep premium hosting allows mp3's, though you should be aware that if the content gets reported as copyrighted, then your site can be suspended, or in some situations requested to remove the copyrighted content.

Are there any files that can't be uploaded with the premium hosting?
I don't know for certain, but I'd be very surprised if any were blocked.
