Would I be allowed to post a Tutorial Index in the tutorials section, dividing them into categories?

That should be fine, if you're not writing them yourself, just ensure you have the tutorial author's consent before posting their work.

How do you mean writing them yourself? I mean I am making a topic with links to all the tutorials.

Yes, I mean a Tutorial Index on the Forums here. I am planning on making one for easier navigation trough the tutorials, so you don't have to search all the time
