I'm using a free webhosting and I've created a folder, but i can't modify the access permissions of this.

What's the domain and are you using file manager or FTP?

File Manager. Have I to use for this ftp? But ftp hasn't chmod command, hasn't it?

filezilla does have the chmod command's just right click the folder in the server window and change permissions there

Well, i could change the permission access to my Folder where I wanted to upload Files, but now, when I try to upload a file, it returns me this error:
Warning: move_uploaded_file() [function.move-uploaded-file]: SAFE MODE Restriction in effect. The script whose uid is 2003 is not allowed to access /www/uuuq.com/v/a/n/vanessayoscar/htdocs/Files owned by uid 75670 in /www/uuuq.com/v/a/n/vanessayoscar/htdocs/upload.php on line 23
