How would I make a Flash Announcements Box? Like the one at the very top at

A few programs but suggest you would be better using a flash animator, these banners can be produced for $30-$60.
Cheaper and easier than learning new software

You can also use some templates of sites, to make space for your Flash animations. And if you do not want to do it yourself, there are numbers of freelancers.
