it says vbulletin dissallowed, so is invision, but is phpbb okay?

The TOS states no vBulletin or IPB forum systems allowed. This is because they are bloated and take up alot of server resources.
However, all free and open source forum systems are allowed. (phpBB included)
Another alternative is Litebulletin. It is a vBulletin "rip" (if you will) but is based on myBB. Worth a look.
