My question: Will the wordpress database i upload to my site's root directory work correctly when finished or will i need to put them in a specific kind of directory like public_html or something?

Straight into the root directory is fine.

ok, the file transfer is complete. it went to the root directory, now when i try to access the page through a regular browser it gives me this message "Error establishing a database connection"

Once you've done that you'll need to link your wordpress set up to work with it.

ive already set up a database and a username and all that, then i took the wordpress files, changed the wp-config.php details to suite my site and uploaded all the files using file-zilla. now that ive done that, youre telling me i need to link it up with my site? how do i do that?

By linking I meant putting the details into wp-config.

Basically, the problem is that your database username is too long. We have a restriction that means it has to be 16 characters or less in total (site_user).

Seeing as "digitalphotoart_" is 16 characters already, you will have to create a new, shorter account and host just the database there. Then you can link to that in your wp-config at digitalphotoart.vndv.com.
