I am quite good with HTML and positioning with CSS, but it seems that everyone else is too. Would it be a waste for me to make a few HTML/CSS tutorials?

Not at all, as long as you post tutorials not already found on here. You never know, your tutorials will most likely help a person or two out. Go for it
