A very good question... Drupal's Ubercart payment module that provides for PayPal relies on it, no matter if you're using SSL or not. Some of it's classes/functions are 'borrowed', so the coder doesn't have to write their own routines.

I realize that PayPal buttons might seem like a good option, but I doubt if any customers who'd buy several items would want to make multiple individual payments/purchases, instead of one cart full of items with a single payment. If you also consider those who don't have their own PayPal account and would be doing it as a CC payment, they especially won't be buying anything if they're having to repeatedly enter their card info every time.
