I go through the whole process of creating a database, I make the user and pass, when after I click create database name and create user, then the assign privelegdes' dropdown list is empty and grayed out. I've made the database over and over and it stays that way all the time. Please help.

Try something simple such as 'db' for database name. You need to do each part separately, mysql database, then user.
