I would like to host a website like this. Where people can filter their proxy lists and much more. I will not be running a web-proxy or something like that, just a website with tools that help people to maintain their proxy lists.

We do not allow proxies to be hosted here. You will need to get paid hosting for that.
If you do try and host it here, we will quickly find it as it generates alot of requests and easily detectable.
