Couldn't load that for some reason, but http://www.colorschemer.com/schemes/?sort=downloads has user submissions in html and not flash.

Yeah, Kuler's good.

I found that siteprocentral.com thing while making my site. I was looking for a cheap [read 'free' smile.gif ], quick-loading tool that let's you 'cook up' a rough scheme that you can then fine-tune.
