This [below] is the closest I could get to the one you posted above.

If you think it's close enough, this is how you can do it in Photoshop:
1. Create a new document and use the
paint bucket tool to fill your canvas with the colour of your choice.
2. Go to
Filter > Pixelate > Mezzotint and select the
Long Strokes option.
3. Go to
Filter > Blur > Gaussian Blur and enter a value [I used 3.0].
4. Go to
Filter > Blur > Motion Blur and enter a value of around
10 degrees in
the Angle field and drag the
Distance slider all the way to the
maximum level possible [999 pixels]
5. Repeat step 3 and step 4 once.
Additional Notes: If you want you can experiment with the Blurring values and the Mezzotint type [while you are at it, you could read a classic ghost story called
The Mezzotint by M.R. James, but that is optional

] to achieve variations of the same effect.
Also, if you want an exact replica of your original image, then select portions of the streaks [using the lasso tool], use Alt+Ctrl+d to ‘feather’ your selections [use a value of around 10] and then apply Gaussian Blur.
