As long as you follow the forum rules and the forum moderator is not banning your id for spamming, link exchanges can be done to improve SEO.

yup of course it has no problem at all for boosting ratings you can exchange links with other sites but it will effect more on other sites then u as without doing anything next site got a link on you's...................

Building backlinks is the important part to boost your site's PR and SERPs. Never go for paid backlinks its a black hat SEO practice. Link to the sites that belongs to the same niche of your site and having good PR. Be carefull while selecting the anchor text for you link, better select your targeted keyword.
