It is legal and the owner was never put in jail for the site. The site is to inform people of possible ways their site can be hacked and not to encourage users to actually hack sites. Although most of those techniques are very outdated and most host have taken steps to prevent such issues.

I remember playing this, I did most of the missions and then the irony... my account was hijacked via a vulnerability in the website. Looks like they've got a huge increase in missions now though.

He wasn't put in jail for the site. He was put in jail for hacking a website that kept messing with them and displaying all their credit cards on the front page. He was going to donate to charities with the credit cards but he never got to that point.
