I'm using Dreamweaver CS3 and uploaded my index.html page just to try and see if everything was working. When it was the generic layout that I opted for, it showed up. I added a .css file to add to the the site, uploaded it, but now it's blank. I had this issue before with a web design class, so I deleted the display:none; that was in my .css file, but still nothing. Any suggestions?

Taking a look at your site, it seems you've included "display:none" in the css file body tag, you must remove it from there and save the file. Then check if you are able to view your site. Ideally it should
