my database size is 13.5 mb.. but when i download it from my forum size be 10.4 mb

how can i download my database without lost any data

Perhaps it's compressed (.zip, .rar etc.)? Database backups usually are...

Where are you getting the reported filesize?

...in which case it is usually compressed. Also, the space it takes up on disk will probably be higher than a simple text file. What evidence have you got to suggest that data is being lost, other than file size? :/

in the past when i was download it .. it was 12.5 mb
and now 10.4

Just download it, back it up and compare the data. Your claim is completely unsubstantiated; until you can prove that there is data missing then don't make such a statement.
