You have to create the website in a program like Frontpage and then upload the files it makes to the host.

You can use a text editor to create your webpages, or look for some tutorials on php/html help. Then you need to upload those pages you make on your computer via ftp...if you do not have an ftp client you can use SmartFTP (google it).
