xss hacks are used to steal cookies. If you can run your own javascript on a website, you can have it run when another person accesses that site. The javascript can then forward the cookie info to another server where you can record it. One method of getting your own javascript on another website is filling out some form that does not strip out html characters. When the victim visits the page with the javascript, their cookie info for that site is forwarded to your server.

If you are trying to secure your site, just remember to never trust input from your visitors. Always escape ' and ", and make sure any text that is going to be reprinted has html characters stripped.
