Do you want to learn how to design a site (how to code it and design it)? Or do you want to learn the process?
Napas
Step number one.>> Find good design studio
Step number two.>> Make an order
Step number three.>> Have fun ^^
Swefx
Napas is correct.

However if you mean you want to learn how to make the site yourself then you should check out: http://www.pixel2life.com/.

Learn about HTML, CSS & Photoshop.

Photoshop makes the graphics and HTML/CSS are used to code webpages.

I recommend you either find a decent, FREE web editor/What You See Is What You Get program, or you learn HTML yourself which will give you a huge advantage.
Luke
Don't just learn HTML though. It's very important for developers to understand css as well. Css helps you out so much and will make your life much easier.

HOW TO START :

Learn HTML wich is the BASIS of all websites.
Learn Designing with PAINT wich is the BASIS of designing

HOW TO GO BETTER :

Learn CSS to make your site more powerfull
Learn Designing with other programs such as Photoshop (biggrin.gif) or FireWorks... or anything you prefer

HOW TO GET POWERFULL :

Learn variants of HTML such as xhtml and dhtml (i think they are useless.)
Learn PHP wich will improove your site from A to Z and allow you to install such as email scripts, forums, chats
Learn Flash if you want something really structured without coding problems tongue.gif wich evryone will see the same even if they have 1028x800 or 12x10 screens tongue.gif Firefox or Internet Explorer.

I suggest you first download some templates... from here wich is where i started smile.gif downloaded a template from here, removed some codes and see the effect... changed some colors and saw the effect... slowly i was able to code HTML all by my self smile.gif

Its a long process... for example : its been exaclty 2 years since i started.. all i knwo is HTML (and it variants) CSS some PHP i can work with a little Javascript.. but really little. i know some Flash and work with Photoshop... all that in 2 years...

LONG PROCESS... need to be patient smile.gif

excuse my bad english at least on the expresion way what is a pile of bollocks ? (and i mean it seriously)
MrTouz
oh ok thanks ille use it more often than smile.gif

well its not really an advice.. its kinda how i see it, and how i got to it...

i started by downloading templates from here and there... modifyed stuff to it.. and thats how i bascily got HTML.. just by fucking around with templates... i made thousands of copies incase i screw them to much... i than saw the effect of each codes... and BANG.. it got to my head slowly...

what i dont understand is your bollocks parts... i mean HTMl is the basis of all... the basis inside imaging is PAINT... thats how i got it... i couldnt afford Photoshop at the time... excuse me if i am wrong but here in france.. photoshop is at 1072euros wich is around 1400dollars... so i had to put my hands to somewhere.... wich is definitly paint!

the thing is all i know right now is only from me no one helped... exept a friend wich gave me some codes here and there thats all.... all i got is by my self... im not a pro... but i do things and im not bad at it...

to TOM :

saying its garbage advice is easy, give an advice instead of saying that, but for my self i learned all this without spending a $ ! all i spent is time... and oh well... fuck it .. it was worthed smile.gif

-Adobe Illustrator

I'd say Illustrator is for more of the likes of print, not webdesign...
