Try to check is your domain not in use by other people. If yes, maybe you have created a domain for hackers?

If you have received an email about it then you should be able to upload your files via ftp.

It is impossible to run Database and My Admin without control panel access. I am right? There are many website softwares that need to run Database for working. So what can we do with no access to control panel?

Just a suggestion i know you won't be able to use the account for mysql or php untill the control panel is fixed but you could install XAMPP heres the link

its complete and ready for upload.
