This is due the host, they have enabled php safe mode! Either request the host
disables php safe mode or change hosts

What script are you using that requires safe mode to be disabled or who told you that you need it disabled?
I should add that I do not recommend using scripts that require safe mode to be disabled unless there is a genuine reason.

Safe mode is ON and unless you PM Jack and pay for it to be removed, your stuck with it.
