I need to be able to rename a folder for my phpBB3 forum to work however every time I try to rename it, it says there is an error. It seems I cant rename or delete any of my files on my control panel. Please help me out.

I'd recommend to do such operations over FTP, much more convenient usually. Get an FTP client if you don't already have one such as Filezilla and perform the actions through that. You can also adjust the permissions on the files if required to permit you to make the change.
