to flip a single layer, select the layer, then click on the main menu "edit -> transform -> flip vertical/horizontal"

It's great, but i have a one question, i have a problem with fliping duplicate layer, when i try that it's just flips the whole image, both layers. I'm new to this photoshop stuff, so if anyone can help, that would be great. So, my question is, how do i flip just one layer?
